30% ruling and expat tax: current figures
The 30% ruling is a tax benefit for employees recruited from abroad to work in the Netherlands. Up to 30% of gross salary is paid tax-free as compensation for extraterritorial costs.
Minimum salary 2025
EUR 46,107
Gross annual salary excluding the 30% allowance. For employees under 30 with a master's degree: EUR 35,048.
Minimum salary 2026
EUR 48,013
Reduced threshold for masters under 30: EUR 36,497 (source: belastingdienst.nl).

30%
Reduced to 27% from 2027. Transitional rules apply for employees with a ruling issued before 31 December 2023.
Duration
Max 5 years
Employee must have lived >150 km from the Dutch border and possess specific expertise.
Partial foreign tax liability
Abolished from 2025
From 2025, partial foreign taxpayer status no longer applies to new users. Transitional rules until 2026 for existing cases.
M-form
Required in year of move
The most complex Dutch tax form: divides worldwide income across the period inside and outside the Netherlands.

Emigration tax return
M-form required
Leaving the Netherlands? You must file an M-form covering the period you lived in the Netherlands plus a non-resident return for the remaining period.
Conserving assessment
Box 1, 2 and 3
Upon emigration, the Dutch Tax Authority may impose a conserving assessment on substantial interest (Box 2), annuities/pension (Box 1) and sometimes assets. This assessment is deferred but not forgiven.
